Workforce IAM: What an Employee Identity Platform Must Cover

For IT admins and security engineers scoping an employee identity platform, this guide lists what workforce IAM must cover, what it costs at each plan gate, and how to prove it in a trial.

On this page

Short answer: Workforce IAM is the identity platform your employees and contractors sign in through. At minimum it must cover a directory, single sign-on (SSO), phishing-resistant multi-factor authentication (MFA), automated joiner-mover-leaver provisioning and conditional access. Most buying decisions turn on which plan tier includes lifecycle automation and conditional access, not on the sticker price.

Key takeaways

  • Microsoft Entra ID Free already includes MFA and unlimited SSO, but Conditional Access starts at Entra ID P1 ($7 per user per month, paid yearly) and Privileged Identity Management at P2 ($10), per Microsoft's pricing page checked September 22, 2026.
  • Okta's $6 Starter suite covers SSO, MFA and Universal Directory; Lifecycle Management and Access Governance start at the $17 Essentials suite, and every listed suite carries a $1,500 annual minimum (Okta pricing page, checked September 22, 2026).
  • JumpCloud sells SSO as an $11 per user per month package on annual billing, with MFA included, and offers a 30-day full-platform trial but no free tier (JumpCloud pricing page, checked September 22, 2026).
  • NIST SP 800-63B Version 4 (August 26, 2025) requires verifiers at AAL2 to offer at least one phishing-resistant option, so a platform that only does SMS and push approval falls short of current federal guidance.
  • The test that matters most in a trial is deprovisioning: disable a user at the source and time how long it takes for every connected app to lose access.

What is workforce IAM?

Workforce IAM (workforce identity and access management) is the set of tools that creates, authenticates, authorizes and removes the digital identities of employees, contractors and other internal users. It governs how staff reach SaaS apps, on-prem systems and devices, and it produces the audit trail that shows who had access to what.

Workforce IAM is different from customer identity and access management (CIAM). CIAM serves millions of external users signing up for your product, and it is judged on conversion and scale. Workforce IAM serves a known population tied to an HR record, and it is judged on security, lifecycle automation and auditability. B2B identity for partner or customer-organization users sits between the two; this guide covers the workforce side only.

A workforce IAM platform usually bundles these components:

  • Directory: the source of user and group records, often synced from Active Directory or an HR system.
  • Access management: SSO over SAML or OpenID Connect (OIDC), MFA and conditional access policies.
  • Lifecycle management: SCIM (System for Cross-domain Identity Management) provisioning that creates, changes and removes app accounts.
  • Identity governance (IGA): access requests, access reviews and certification campaigns.
  • Privileged access: just-in-time elevation for admin roles.

Who this guide is for

This guide is for an IT admin, security engineer or IT manager who has to choose, replace or consolidate the identity provider for a workforce. Typical situations: a 200-person company on Microsoft 365 deciding whether Entra ID licensing is enough, a 60-person startup on Google Workspace and macOS picking its first identity provider, or an MSP standardizing identity across client tenants.

Requirements that separate workforce IAM platforms

The requirements below separate workforce IAM platforms in practice. Scoring weights for the category are published on the methodology page.

RequirementWhy it mattersMust-have forHow to verify in a trial
Phishing-resistant MFANIST SP 800-63B Version 4 requires AAL2 verifiers to offer a phishing-resistant option; CISA names FIDO2/WebAuthn and PKI as the phishing-resistant methodsEvery organizationEnroll a FIDO2 security key and a platform passkey; confirm policy can require them for admins
Conditional accessPolicies based on user, device, location and risk decide whether a stolen password is enough to get inAny team with remote staff or unmanaged devicesBlock sign-in from a non-compliant test device and confirm the block
Lifecycle provisioning (SCIM)Automated joiner-mover-leaver flows remove the manual offboarding gapTeams with 50+ apps or high turnoverDisable a user at the source and time the removal in three connected apps
HR system as source of truthHR-driven provisioning creates accounts from the hire record instead of a ticketMid-market and enterpriseCreate a test hire in the HR sandbox and check the account appears with the right groups
App catalog coveragePre-built SAML, OIDC and SCIM connectors cut integration workTeams with a large SaaS estateCheck your top 20 apps against the catalog, including whether SCIM is supported, not only SSO
Access reviews and governanceAuditors ask for evidence that access is reviewed and removedRegulated and audited organizationsRun one review campaign on a test group and export the result
Privileged access controlsStanding admin rights widen the blast radius of one compromised accountEvery organization with cloud adminsConfigure time-bound elevation for one admin role
Device and OS coverageSign-in to macOS, Windows and Linux endpoints may or may not be part of the platformMixed-OS and device-heavy teamsSign in to a test Mac and Windows machine with directory credentials

The requirement most often underestimated is lifecycle provisioning. SSO stops a user from signing in through the identity provider, but an app account that was never deprovisioned can still be reached through a local password, an API token or an active session. SCIM support is set per app, so check it app by app.

Phishing-resistant MFA is the other requirement worth reading closely. NIST SP 800-63B Version 4 allows syncable authenticators such as synced passkeys at AAL1 and AAL2 but prohibits them at AAL3, which requires a non-exportable private key. If your admins need AAL3-grade sign-in, plan for hardware-bound keys, not only synced passkeys.

Deployment models

Workforce IAM is now mostly delivered as cloud identity-as-a-service, with a sync agent or connector for on-prem directories.

  • Cloud identity provider: Entra ID, Okta, JumpCloud and PingOne run as cloud services. You patch nothing server-side, but uptime and data location depend on the vendor.
  • Hybrid: most organizations with Active Directory keep it for legacy apps and Kerberos, and sync users up to the cloud provider. Entra ID Free already includes on-premises directory sync, per Microsoft's pricing page. IBM Security Verify targets the same hybrid case, adding an application gateway for legacy web apps that cannot speak modern protocols.
  • Self-hosted: Keycloak is an open-source identity server, a Cloud Native Computing Foundation incubation project, with SSO over OpenID Connect and SAML, according to the Keycloak project site. Self-hosting removes license cost, but your team owns high availability, patching and upgrades for the system every other app depends on.

Watch out: the identity provider is the one system that, if it goes down, takes sign-in for everything else with it. Ask each vendor for its published uptime history, and keep a documented break-glass account that does not depend on MFA from the same provider.

Pricing models and hidden costs

Workforce IAM is priced per user per month, usually billed annually, and the jump between tiers is where budgets go wrong. Prices below were checked on the vendors' own pricing pages on September 22, 2026; Microsoft feature placement follows its Entra ID Governance licensing table.

Vendor and planPrice per user per monthWhat the tier adds
Microsoft Entra ID Free$0 (included with Microsoft cloud subscriptions)MFA, unlimited SSO, user and group management, on-prem directory sync
Microsoft Entra ID P1$7, paid yearlyConditional Access, group-based and HR-driven provisioning, provisioning to on-premises apps, cross-tenant sync
Microsoft Entra ID P2$10, paid yearlyIdentity Protection, Privileged Identity Management, the access review and entitlement management features Microsoft previously shipped in P2
Microsoft Entra Suite$12, paid yearly (requires P1)Internet Access, Private Access, enhanced ID Governance, Verified ID with Face Check
Okta Starter$6, billed annually, $1,500 annual minimumSSO, MFA, Universal Directory, 5 Workflows
Okta Core Essentials$14, billed annually, $1,500 annual minimumAdds Adaptive MFA and Privileged Access; no Lifecycle Management or Access Governance
Okta Essentials$17, billed annually, $1,500 annual minimumOver Starter, adds Adaptive MFA, Privileged Access, Lifecycle Management, Access Governance, 50 Workflows
Okta Professional and EnterpriseCustom quoteDevice Access, Identity Security Posture Management, Identity Threat Protection, sandbox
JumpCloud SSO package$11 annual, $13 monthlySSO with MFA and password manager access

The hidden costs sit in the tier gates:

  • Conditional access is not free on Entra ID. A Microsoft 365 organization that assumes Entra ID Free is enough still needs P1 for Conditional Access, which Microsoft's plan table places at P1 and above.
  • Lifecycle automation is not in Okta Starter. A team that buys Starter for SSO and later wants SCIM-based Lifecycle Management moves from $6 to $17 per user, according to Okta's suite list.
  • Minimum contracts: Okta's $1,500 annual minimum means a 20-person team on Starter pays more than 20 x $6 x 12 ($1,440).
  • Bundles you may already own: check whether your Microsoft 365 licenses already include Entra ID P1 or P2 before you price a separate identity provider.

How to evaluate workforce IAM, step by step

  1. Inventory your apps. List every SaaS and on-prem app, its current sign-in method, and whether it supports SAML, OIDC and SCIM. Output: app inventory. Owner: IT admin.
  2. Map the identity lifecycle. Document where a hire is created (HR system, ticket, spreadsheet) and every step until offboarding. Output: joiner-mover-leaver map. Owner: IT with HR.
  3. Set your assurance target. Decide which users need phishing-resistant MFA, using NIST SP 800-63B levels as the reference. Output: MFA policy draft. Owner: security.
  4. Check existing licensing. Confirm what your Microsoft 365 or Google Workspace licenses already include. Output: license gap list. Owner: IT manager.
  5. Shortlist two or three platforms against the requirements table. Output: shortlist with plan tier named. Owner: IT manager.
  6. Run the trial plan below with a pilot group, including one admin and one contractor. Output: pass/fail sheet. Owner: IT admin.
  7. Get written quotes for your exact headcount at the tier that passed the trial. Output: comparable quotes. Owner: IT manager.

Questions to ask vendors

Security

  • Which MFA methods count as phishing-resistant in your platform, and can policy require them per group?
  • Which independent audit reports (SOC 2 Type 2, ISO 27001) can you share, and under what terms?
  • How do you notify customers of a security incident affecting your service?

Pricing and contract

  • Which exact plan includes conditional access, SCIM provisioning and access reviews?
  • What is the annual minimum, and how are mid-term seat additions billed?
  • What is the renewal price cap, if any?

Integration

  • Which of our top 20 apps have SCIM connectors, not only SSO?
  • Which HR systems can act as the source of truth?
  • Does device sign-in for macOS and Windows need an extra product?

Support

  • Which support tier is included, and what is the published response time?
  • Is there a sandbox tenant for testing policy changes?

Exit and data export

  • Can we export users, groups, app assignments and policies in a documented format?
  • How long is our data retained after cancellation, and how is deletion confirmed?

Mistakes to avoid

  • Treating SSO as offboarding. Without SCIM, app accounts outlive the user, which is the gap the requirements table above tests.
  • Buying MFA that is not phishing resistant. CISA's phishing-resistant MFA fact sheet warns that push notifications and SMS can still be phished or intercepted.
  • Pricing the entry tier only. Conditional access (Entra ID P1) and lifecycle management (Okta Essentials) sit above the cheapest plans.
  • No break-glass account. An MFA misconfiguration or provider outage can lock every admin out.
  • Keeping standing admin rights. Privileged access controls such as Entra ID Privileged Identity Management (P2) exist to remove them.
  • Ignoring existing licenses. Paying for a second identity provider while already licensed for Entra ID P1 or P2 is a common duplicate cost to check for.

FAQ

What is the difference between workforce IAM and CIAM?

Workforce IAM manages employees, contractors and other internal users tied to an HR record, with a focus on security, lifecycle automation and audit. Customer identity and access management (CIAM) manages external users who sign up for a product, with a focus on scale and sign-up experience. Many vendors sell both as separate products.

Is Microsoft Entra ID Free enough for workforce IAM?

Entra ID Free includes MFA, unlimited SSO and on-premises directory sync, according to Microsoft's pricing page. It does not include Conditional Access, which starts at Entra ID P1 at $7 per user per month paid yearly. Most organizations that need device- or risk-based policies need P1 at minimum.

What is phishing-resistant MFA?

Phishing-resistant MFA is authentication that cannot be relayed to a fake sign-in page, such as FIDO2/WebAuthn security keys, passkeys and PKI certificates, per CISA. NIST SP 800-63B Version 4 requires verifiers at AAL2 to offer at least one phishing-resistant option. SMS codes and push approvals do not qualify.

Do we need identity governance as well as access management?

Access management handles sign-in: SSO, MFA and conditional access. Identity governance handles who should have access: requests, reviews and certification. Smaller teams often get enough governance from their identity provider's higher tiers, such as Okta Essentials or Entra ID Governance, while large regulated enterprises tend to add a dedicated IGA platform.

Should workforce IAM force periodic password changes?

No, according to current federal guidance. NIST SP 800-63B Version 4 says verifiers shall not require periodic password changes, and shall force a change only when there is evidence of compromise.

Bottom line

Start from your licensing and your joiner-mover-leaver map, not a vendor demo. If you already pay for Microsoft 365, price Entra ID P1 or P2 first and look elsewhere only if the trial tests fail. If you are not tied to Microsoft, run the same trial plan on Okta and JumpCloud and quote at the tier that includes lifecycle automation.
