7 Best Password Managers for Small Business (2026)

For IT admins at 5- to 100-employee companies without a dedicated security team, this guide picks 7 password managers by scenario, with verified prices at 10 and 25 seats and the SSO plan gate for each.

By ITSecureOps Team17 min readHow we research

On this page

Short answer: Bitwarden Teams ($4/user/month) and Zoho Vault Standard ($0.90) fit tight budgets; Proton Pass Professional ($4.49) and RoboForm Business ($3.33) put SSO on their only per-seat plan; 1Password Business ($8.99) gives the simplest admin console for a Microsoft 365 shop. This guide compares those and two more across 10- and 25-seat pricing. Checked September 17, 2026.

Key takeaways

  • At 10 seats, the cheapest plan that already includes SSO costs $44.90 a month (Proton Pass Professional), while several competitors reserve SSO for a separate, pricier top tier.
  • Zoho Vault's Standard plan starts at $0.90 per user per month, the lowest entry price in this list, though SSO itself waits for its $7.20 Enterprise plan.
  • NordPass Teams sells only as a fixed 10-seat package and Keeper Business Starter caps at 10 seats, so a 6-person team pays for unused seats on either plan.
  • Keeper's mid-tier "Business" plan price is unconfirmed on a Keeper-controlled page (it renders via JavaScript); see the Keeper section below for the third-party figures.
  • Six of the seven picks hold SOC 2 Type II and/or ISO 27001 certification; RoboForm does not publish either.

How we chose

We evaluated all 10 vendors in ITSecureOps's password management research set against the category's published criteria, weighted as:

  • Security architecture and independent assurance: 16 percent
  • SSO and directory integration: 14 percent
  • Admin controls: 12 percent
  • Pricing transparency: 12 percent
  • Secure sharing: 10 percent
  • Reporting and audit logs: 10 percent
  • Deployment options: 8 percent
  • Support and exit terms: 7 percent
  • Developer secrets support: 6 percent
  • MSP fit: 5 percent

For this segment, we added weight for price at 10 and 25 seats, whether SSO sits on the entry plan or a separate top tier, minimum seat counts, admin console simplicity for a team with no dedicated security staff, and fit with Microsoft 365 or Google Workspace, the two platforms most 5- to 100-employee companies already run.

A product is disqualified from the category if it has no business admin console, no documented encryption model, or has not shipped an update in the last 12 months. None of the 10 candidates were disqualified on those grounds.

Seven made this list on the combination of price, SSO gating and admin simplicity for this segment; the other three are covered in Also considered below, with the reason each did not make the cut. No vendor paid for placement or saw this article before publication.

1. Bitwarden: best for SCIM-based offboarding on a tight budget

Bitwarden fits a 20-person firm on Google Workspace that needs to automatically revoke a departing employee's vault access without paying for an enterprise-tier plan.

  • Best for: budget-conscious SMBs that need SCIM-based offboarding.
  • Not for: teams that need SSO without upgrading to Enterprise.
  • Starting price: $4.00 per user per month billed annually, Teams plan (Bitwarden pricing page, checked September 17, 2026).

Three specifics that matter at this size:

  • SCIM directory sync with Entra ID, Google Workspace, Okta, OneLogin or Ping Identity is included on Teams, not reserved for Enterprise, so removing a departing employee from the directory can automatically revoke vault access.
  • Trial requires a card: the 14-day trial for Teams and Enterprise requires a payment method up front, though billing does not start until the trial ends (bitwarden.com/help/enterprise-free-trial/, checked September 17, 2026).
  • Self-hosting is free: the open-source server can be self-hosted at no cost, an option a compliance-driven small business can use without buying Enterprise.

Watch out: SSO through Entra ID or Okta requires the $6 Enterprise plan, not Teams, so a 10-person team that adds an SSO requirement later pays $240 a year more for the same headcount.

We did not find enough recent, independent practitioner discussion specific to Bitwarden's small-business Teams plan to report a pattern. See the Bitwarden review for the full security record and fine print, and 1Password vs Bitwarden for Business for a criteria-by-criteria comparison.

2. Zoho Vault: best for the lowest entry price

Zoho Vault fits a 12-person company already paying for Google Workspace or Microsoft 365 that wants the lowest published per-seat price with real admin controls attached.

  • Best for: the tightest budgets that still need centralized sharing and offboarding.
  • Not for: teams that need SSO without upgrading twice.
  • Starting price: $0.90 per user per month billed annually, Standard plan (Zoho Vault pricing page, checked September 17, 2026).

Three specifics for this segment:

  • Standard includes more than storage: team password sharing, centralized admin controls, password expiration alerts and native Google Workspace and Microsoft 365 integration, all under a dollar a seat, features several competitors gate to a pricier tier.
  • Free Forever plan: unlimited passwords and devices, useful for a solo pilot before committing to Standard.
  • Professional adds directory sync: Azure AD/Entra ID and Google Workspace sync at $4.50 per user per month, still well under most competitors' identity-integration tier.

Watch out: SSO for signing into cloud apps through Zoho Vault itself requires Enterprise at $7.20 per user per month; Standard and Professional add sharing and directory sync, not SSO.

Zoho Vault's own support SLA publishes response-time targets by ticket severity (1 business day for routine tickets, 12 hours for feature malfunctions), a level of published detail few competitors on this list match, useful for a team without a dedicated security function to hold the vendor accountable.

3. Proton Pass: best for SSO included below the top tier

Proton Pass fits an 8-person consultancy that wants SSO tied to its Microsoft Entra ID tenant without jumping to an enterprise-priced plan.

  • Best for: small teams that need SSO or SCIM below a top-tier price.
  • Not for: teams that want a widely deployed, familiar consumer app.
  • Starting price: $1.99 per user per month billed annually, Essentials plan, which does not include SSO; SSO and SCIM require Professional at $4.49 per user per month (Proton Pass business pricing page, checked September 17, 2026). Proton's page renders both figures client-side, and independent sources cite the Professional annual price as anywhere from $4.49 to $4.85, so confirm the exact digit at checkout before budgeting.

Three specifics for this segment:

  • SSO, SCIM and audit logs together: Professional includes SAML SSO for Google Workspace, Entra ID, Okta and OneLogin, SCIM provisioning and detailed audit logs on one plan, a structure only RoboForm in this list matches.
  • Low minimum order: 3 seats, the lowest of any pick here, so a 5-person team does not overbuy.
  • Open-source clients: desktop, mobile and browser-extension apps are open source, though the server side is closed.

Watch out: reviewers on G2 and Capterra describe Proton Pass's organizational and admin features, such as vault limits and permission depth, as less mature than long-established competitors like 1Password and Bitwarden.

Proton Pass had a cooling-system outage at its Frankfurt datacenter on August 27, 2026 that affected all Proton services for roughly 2 to 3 hours. Proton's incident report states no data was lost and service was restored within hours.

4. Keeper: best for compliance credentials at SMB price

Keeper fits a 7-person firm that wants FedRAMP-grade compliance credentials backing a password manager without paying enterprise prices for every seat.

  • Best for: compliance-conscious small teams on the tightest entry budget.
  • Not for: teams that need SSO on their first paid plan.
  • Starting price: $2.00 per user per month billed annually, Business Starter, capped at 5 to 10 seats (Keeper pricing page, checked September 17, 2026; corroborated against a third-party tracker since Keeper's own page renders prices via JavaScript).

Three specifics for this segment:

  • More than storage: Business Starter includes an Admin Console with a policy engine, a Risk Management Dashboard and a free family plan per user.
  • Deep compliance record: FedRAMP High authorization, SOC 2 Type 2 maintained more than 10 years, SOC 3, and ISO 27001/27017/27018, a set that outweighs most competitors on this list.
  • Import tooling: covers LastPass, 1Password, Bitwarden and KeePass by CSV or CLI.

Watch out: SSO and SCIM both require Enterprise at $6.00 per user per month. Keeper's own pricing pages did not show digit-level prices for its mid-tier "Business" plan when checked directly for this guide; third-party trackers disagree between $3.75 and $4.00 per user per month, so treat that specific figure as unconfirmed until you see it at checkout.

5. NordPass: best for Google Workspace-only shops

NordPass fits a 10-person team that runs entirely on Google Workspace and wants sign-in tied to that account without standing up a separate identity provider.

  • Best for: Google Workspace shops that need simple SSO, not a full identity stack.
  • Not for: teams under 10 people, since Teams sells only as a fixed 10-seat package.
  • Starting price: $1.99 per user per month billed annually, Teams plan. NordPass's own page renders prices via JavaScript, so this figure is corroborated across independent sources rather than read directly off the live page (checked September 17, 2026).

Three specifics for this segment:

  • Workspace-tied SSO: Teams includes SSO through Google Workspace specifically, a fit for any small business that already standardized on Workspace for email.
  • Security add-ons one tier up: a Security Dashboard and Data Breach Scanner arrive on the $3.99 Business plan, one step above Teams.
  • Business plan's SSO is unclear: NordPass's own comparison page does not state whether Business includes SSO at all; only Teams (Workspace only) and Enterprise (full multi-provider) are confirmed.

Watch out: full multi-provider SSO (Entra ID, ADFS, Okta) and SCIM provisioning both require Enterprise at $5.99 per user per month.

NordPass discloses no security incidents specific to its business product in vendor communications, NVD or the press coverage reviewed for this guide.

6. 1Password: best for the simplest admin console on Microsoft 365

1Password fits a 25-person team on Microsoft 365 where staff already use 1Password's consumer app and IT wants the admin console with the shallowest learning curve.

  • Best for: teams that value a widely deployed, polished console over the lowest per-seat price.
  • Not for: budget-first teams under 20 seats that do not need SSO.
  • Starting price: $8.99 per user per month billed annually on Business, or $24.95 a month flat for up to 10 members on the Teams Starter Pack with no SSO (1Password pricing page, checked September 17, 2026).

Three specifics for this segment:

  • Starter Pack ceiling: covers up to 20 total seats (10 included, 10 more at $4.99 each) before a team is forced onto Business regardless of price.
  • SSO and SCIM need Business: sign-in through Okta, Entra ID, OneLogin or Duo, and SCIM provisioning, both require Business, not the Starter Pack.
  • 24/7 support included: Business includes email and phone support at no extra charge, useful for a team without in-house security staff.

Watch out: the Teams Starter Pack's flat rate stays cheaper than Business per seat all the way to 20 seats, so 1Password does not push a growing team to Business on price. It pushes them there with a hard seat cap, or the moment they need SSO or SCIM at any size.

See 1Password Business pricing explained for the full plan breakdown and seat math.

7. RoboForm: best for SSO on a single, budget per-seat plan

RoboForm fits a 15-person team that wants SSO and SCIM provisioning without paying for a second, pricier tier to get them.

  • Best for: budget teams that need SSO on their only per-seat plan.
  • Not for: teams whose auditors or customers ask for a vendor SOC 2 or ISO 27001 report.
  • Starting price: $3.33 per user per month billed annually, Business plan (RoboForm pricing page, checked September 17, 2026).

Three specifics for this segment:

  • SSO and SCIM together: SSO for Entra ID, Okta, Google Workspace, Ping Identity and OneLogin, plus SCIM provisioning, are both included on the single Business plan, a structure only Proton Pass in this list matches.
  • Separate personal and work vaults: useful when employees want to keep personal logins out of the company's shared vault.
  • GPO and MSI mass installs: a fit for an admin managing Windows machines by hand rather than through MDM.

Watch out: RoboForm does not publish SOC 2 or ISO 27001 certification on its security page, unlike most other picks in this list, so ask for its current assurance documentation before you buy.

RoboForm does not publish an exact trial length on its own pricing page beyond "no credit card required." Third-party sources commonly cite 14 days, not confirmed on a dated vendor page.

Also considered

LastPass: excluded because of its documented security-incident history, including the 2022 vault-database breach that led to a $24.5 million settlement and a 2025 UK regulatory penalty, a record that weighs heavily for a team with no dedicated security staff to manage the fallout. See LastPass alternatives for options built around leaving it.

Dashlane: excluded because its current per-seat price ($8 per user per month for Password Management, per a March 2026 third-party review) could not be confirmed on Dashlane's own pricing page during this research, and its compliance certifications and self-hosting status are not published, leaving too many unverified gaps for a segment-focused recommendation.

Passbolt: excluded because its model centers on self-hosting or a minimum 10-seat cloud plan, both of which suit a team with in-house Linux or Kubernetes skills better than the typical 5- to 100-employee company with no dedicated security team this guide targets.

What to look for in password managers for small business

Every product on this list fits somewhere in the 5- to 100-employee range, but the requirements that separate them differ from what a 500-person company needs.

SSO timing, not just SSO availability

The question is not whether a vendor offers SSO. All 10 candidates researched for this guide offer it somewhere in their lineup; it is which plan includes it.

Proton Pass and RoboForm put SSO on their only per-seat business plan. Keeper, NordPass, Zoho Vault and LastPass reserve it for a separate, pricier top tier. If your company will need Entra ID or Google Workspace sign-in within the next year, price that tier now, not the entry tier.

Minimum seats that match your headcount today

NordPass Teams sells only in a fixed 10-seat block and Keeper Business Starter caps at 10 seats. A 6-person team pays for unused seats on either plan; Proton Pass's 3-seat minimum and Zoho Vault's unpublished minimum on Standard fit smaller teams without overbuying.

Admin simplicity when nobody owns security full time

A console that needs a dedicated administrator to configure SCIM, groups and policies correctly works against a company where the IT generalist handles this alongside a dozen other systems. Look for vendors that document a default policy set and a straightforward offboarding flow rather than requiring custom configuration from day one.

Native fit with the identity system you already run

Most companies in this range already pay for Microsoft 365 or Google Workspace. A password manager that syncs directly with that directory, rather than requiring a separate identity provider, removes a step from onboarding and offboarding.

Room to grow past 25 seats

A plan that works at 10 people can become the wrong plan at 60. Check the next plan's price and feature gate before committing, not just the entry tier's. The requirements checklist walks through this and the rest of the category's requirements in more depth.

* Notes on the 25-user totals:

  • Keeper's Business Starter plan caps at 10 seats, so the 25-user total uses Enterprise ($6.00/user/month), the next published tier.
  • NordPass Teams sells only as a fixed 10-seat package, so the 25-user total uses Business ($3.99/user/month).
  • 1Password's Teams Starter Pack caps at 20 seats, so the 25-user total uses Business ($8.99/user/month).

None of these entry plans includes SSO except RoboForm's Business and Proton Pass's Professional; see the comparison table above for which plan actually includes SSO. See the business password manager pricing index for these and other vendors at 50 and 250 seats.

FAQ

What is the best password manager for a small business?

There is no single best pick; it depends on budget and whether you need SSO now. See the short answer above and Top picks by scenario for the specific picks by situation.

How much does a password manager cost for a small business?

Entry-level per-seat plans in this list range from $0.90 per user per month (Zoho Vault Standard) to $8.99 (1Password Business), all billed annually. A 10-person team's annual cost ranges from about $108 to roughly $900 depending on the plan and whether SSO is required (vendor pricing pages, checked September 17, 2026).

Do small businesses need SSO in a password manager?

Only if you already run Microsoft Entra ID, Okta or a similar identity provider and want vault sign-in tied to it. A team relying on Google Workspace alone can get by with Workspace-based SSO on a cheaper plan like NordPass Teams; a team with no directory at all does not need SSO to get value from a password manager.

What is the minimum number of seats for a business password manager?

It varies by vendor, from Proton Pass's 3-seat minimum to Keeper Business Starter's and NordPass Teams' 10-seat cap; see "Minimum seats that match your headcount today" above for the full breakdown.

Can a small business use a free password manager instead of a paid plan?

Free plans from Bitwarden and Zoho Vault work for personal or single-user accounts, but they lack centralized sharing, admin controls and offboarding tools a business with more than one employee needs. None of the vendors in this guide offers a full free business plan.

What happens to shared passwords when an employee leaves?

On every plan in this guide, removing a user from the admin console revokes their vault access; SCIM-connected directories, such as Bitwarden Teams and Enterprise or Zoho Vault Professional and up, can automate that step when the employee is removed from Entra ID or Google Workspace. Passwords they had access to should still be rotated as a precaution, since revoking access does not itself prove no copy was made.

Is Bitwarden or 1Password better for a small team?

Bitwarden costs less and puts SCIM on its entry $4 Teams plan; 1Password costs more but gives a more polished, widely deployed console and includes SSO and SCIM together on Business. See 1Password vs Bitwarden for Business for a full criteria comparison.

Bottom line

For a team under 20 people without an SSO requirement, start with Bitwarden Teams or Zoho Vault Standard. Add Proton Pass Professional to the shortlist if SSO becomes a requirement within the year.

For a Microsoft 365 shop that wants the least admin overhead, 1Password Business is worth its higher price. Several vendors on this list gate SSO to a pricier plan once you outgrow the one you start on, so re-check the next tier before signing.
